These were included as extras in Marvel Universe action figure packages, during the Civil War era of Marvel comics. They were supposed to be secret memos and documents being used by SHIELD and other organizations to communicate about the heroes they were hunting. This project is one of my all-time favorites, because it gave me the freedom to play in the wider Marvel universe, build on the existing storylines and characters, and write in a way that gave kids and fans an entry point into the sometimes dense lore of the comics.
